Job Summary:

North City Water District (NCWD) in Shoreline, Washington is currently seeking an individual to assist our Field Crew in performing regular and recurring installation, repair, and maintenance work in the District’s water systems. The Utility Maintenance Worker Level I is the first of four levels in the Utility Maintenance series.

Director of Operations and Engineering


Full-time, Monday thru Friday during the hours of 7:00 AM to 3:30 PM; also available for 7 day emergency standby duty in the event of a water related emergency.

Annual Salary:

$68,682 to $72,915 dependent on experience and qualifications.

Essential Functions:

  • Installs, services, and repairs all District water facilities and system components including water mains, fittings, valves, fire hydrants and meters.
  • Able to operate a variety of mechanical equipment driven by air, hydraulics, and electricity, and heavy equipment including dump trucks, service trucks, jack hammers and back hoes, etc.
  • Taps water for connections; repairs street curbs, streets, and sidewalks impacted by operations.
  • Locates, inspects, and performs necessary repairs on new and existing water services and components.
  • Ensures on-site safety compliance during field operations.
  • Reads water meters; assists staff in meter re-reads; checks for indications of leaks and advises customers accordingly.
  • Works with other District staff to perform service disconnection, water meter lock outs, and reconnections.
  • After an initial trial period, responds to emergency call outs and after-hours support.
  • Performs other duties as assigned by the Director of Operations and Engineering.

Examples of Work (illustrative only):

  1. Works as a crew member repairing, installing and establishing maintenance of water lines, meters, valves, and hydrants.
  2. Performs heavy manual labor for extended periods of time, often in unfavorable weather conditions.
  3. Collects meter readings.
  4. Operates heavy equipment and a variety of other equipment, including hand tools.

Minimum Qualifications:

  • Required: High School Diploma or GED.
  • Required: Ability to obtain a Water Distribution 1 or 2 within one year of appointment.
  • Required: Valid Washington state driver’s license; acceptable driving record; a Commercial Driver’s License (Class “A” with Airbrake and Tanker Endorsement) is preferred, or the Employee must obtain a valid CDL within 1 year of hire.
  • Required: Ability to attain Certified Competent Person; Industrial First Aid Card CPR/Blood Borne Pathogens; Certified Work Zone Traffic Control (Flagging Card) within one year from date of hire.
  • Required: Excellent mechanical ability, ability to problem-solve, and good arithmetic skills.
  • Any equivalent combination of education and experience that provides the applicant with the knowledge, skills, and abilities required to perform the job.
  • Must be in excellent physical condition.
  • Must maintain confidentiality and discretion regarding sensitive information.
  • Must speak and write in the English language (additional language skills are preferred but not required)
  • Must maintain a working cell phone.

Preferred Qualifications:

  • One year of experience in the maintenance, repair, and operation of a public utility or water district.
  • Strong continued education and learning ethic.
  • Skilled in both verbal and written communication and interpersonal interaction with co-workers, property owners, contractors, and the general public.
  • Strong desire to meet and exceed customer expectations.
  • Ability to follow through on assigned tasks and meet deadlines.

General Working Conditions:

  • Work for this position is performed both within an air conditioned office environment, and in the field exposed to seasonal outdoor temperatures.
  • Employee may be exposed to moving mechanical parts, electrical currents, vibrations, fumes, limited ventilation, chemicals, low-level lighting, work space restrictions, and noises.
  • Employee must be available for 7 day emergency standby duty.
  • Employee must be able to calmly and professionally respond to customers during challenging situations.

Physical Requirements:

  • Employee must be able to lift by exerting up to 100 pounds of force occasionally, and/or 50 pounds of force frequently, and/or 20 pounds of force constantly to move and/or lift objects.
  • Work requires bending, kneeling and crouching, repetitive motions, reaching, standing, walking, grasping, talking, hearing, and seeing.
  • Must be able to safely drive vehicles or equipment to and from project sites.
