Rate Discount Program for Low Income Seniors and Disabled Persons

North City Water District offers a discount program for low income seniors and disabled persons—with the bi-monthly Fixed Charge Single Family rate discounted by 50%, regardless of meter size (actual water usage will be billed at the regular step rate amount). Minimum qualifications include:

  • Total household income does not exceed $75,000 per year
  • Seniors must be age 61 or older

Disabled persons must also be currently receiving disability benefits from one or more of the following:

  • Supplemental Security Income (SSI)
  • Social Security Disability Insurance (SSDI)
  • Veteran Disability Compensation (VDC)
  • Non-Grant Medical Assistance (NGMA)
  • Permanent disability insurance benefits
  • State permanent disability benefits
