Request for Engineering Services
for North City Water District

North City Water District is soliciting Statements of Qualifications from interested consulting engineering firms who are capable of providing Engineering Services during the three year period of 2024-2026 in the following categories:
- Water System design and bidding support, including small works projects
- SCADA/Telemetry: prefer experience with Wonderware software but may consider other options
- Site Security – locking systems
- Construction Management
- Specialty Inspection such as welding, concrete and steel
- Land Surveying
- Geotechnical
- Electrical
- Solar Design
Submittal Format:
The proposal must consist of no more than 10 single-sided pages, using a font size of 12 or larger, printed on 8-1/2″ x 11″ sheets of white paper and combined into a single bound document. The page count shall include all sheets of paper including cover letter, maps, graphics, etc.
Submittal Due Date and Submission Process:
Two copies of the bound document must be received at the District’s office located at 1519 NE 177th Street, Shoreline, WA 98155 by 4:00 pm on Wednesday, November 29, 2023. If mailed, the proposals must be sent to the attention of the District Manager at the above address.
Note: Submittals are good for three years. If you have submitted your qualifications to North City Water District within the last three years (during or after January 2021), your submittal is still in our system; please send a letter indicating you are still interested in providing service to the District as there is no need to make a new submittal.
Submittal Criteria:
1. Cover Letter
Introduce your firm, identify the service category or categories that will be provided by your team, and summarize how your firm will organize and coordinate the work.
2. In-House Team and Experience
- Identify the staff who will be working with the District on each category of service.
- Indicate how the work will be organized and undertaken.
- Provide a profile of each individual that includes his or her background, and highlights specific experience in this category of service and projects.
3. Subconsultant Team and Experience
- Identify the subconsultants who will be working with the District on each category of service.
- Indicate how the work will be organized and undertaken.
- Provide a profile of each individual that includes his or her background, and highlights specific experience in this category of service and projects.
4. Four (4) Project References for your firm that meet the following criteria:
- Select from your firm’s most recent projects.
- Projects must be from at least three (3) different clients.
- At least two (2) of the projects must be completed.
- Provide the names, phone numbers, and e-mail addresses of at least two (2) contacts for EACH referenced project.
- Do not include projects with North City Water District.
